About Neil Rafferty
As a proud veteran of the United States Marine Corps and a native to Birmingham, Alabama, I fervently believe in serving our country, our state, and our local community. I feel it is my duty and my responsibility to give back when so much has been given to me.
That’s why, after serving in the military, I used my G.I. Bill benefits to earn degrees from the University of Alabama at Birmingham (UAB). From there I went on to serve as Program Director at BAO in Birmingham to advance the needs of our community’s underserved.
These experiences inspired me to seek public office because I began to see the impact of state laws on the daily lives of the people I was trying to help. I knew that, together, we could bring smart solutions to the problems facing our district and our state. I made a commitment to listen and to ensure that all the voices in my community were heard. In 2018, I was elected to serve the people of House District 54 in the Alabama House of Representatives.
During this time, I have actively listened to the people in my district, spent time learning their unique and diverse stories, and I have made certain that their voices have been heard in the legislature. On their behalf, I have been an outspoken advocate for women’s health, minority health, LGBTQ and racial equity, veterans issues, and Medicaid expansion.
As a Representative, I also serve as the House Democratic whip and I am chair of the Democratic House Caucus Platform Committee. In the legislature, I am a member of the following committees: Sunset; Health; Economic Development and Tourism; Constitutions, Campaigns, and Elections. This work has taught me about the power of collaboration and the importance of innovative thinking.
During my tenure, I am proud to say that I have sponsored and passed pro-growth economic legislation that has led to increased revenue for local businesses, as well as tax incentives to address Alabama’s shortage of medical professionals, especially in rural areas.
I strongly support ensuring accountability of law enforcement, expanding access to mental and medical healthcare for all Alabamians, pushing for women’s health and reproductive justice and the expansion of voting rights.
As I continue to have the honor and privilege of serving my community, I will continue to sponsor and support legislation predicated on protecting the rights of all Alabamians and get the results you deserve.
I reside in the Crestwood North neighborhood with my husband of 20 years, our dog and cat.
